Cloudiness is generally caused by air in the lines. Air gets in the lines when there is a break or repair and simply has to work itself out of the system. To get the air out of the lines, run the highest cold water fixture in your home until it stops sputtering.
A clear drinking water glass can also be used as a reference, once it can be filled without noticeable cloudiness, the air has been removed. Air will always find its way to the highest point in the water system, that’s why it is important to remove it from the highest fixture in the home first.
